Expose i2c_common_config in sensor static attributes
In tlBMC debug store, we need the bus/address for I2CHwmonSensors to determine if given sensors are expected to be enabled or disabled together when verifying sensor deletion.
This is a pre-req for the tlbmc_redfish_async_sensor_collection_test implemented in cl/745207871.
