kernel: i3c: mipi-i3c-hci: handle IBIs targeting master device as invalid

Rejects IBIs addressed to the master device, treating them as invalid
similar to unknown device addresses.

This is an internal Aspeed modification and will be upstreamed to the mainline later.

Tested:
Build successfully and no kernel panic occurred.
