phosphor-dbus-interfaces: Apply meson subdirs patch and regenerate meson

Remove the :gbmc override from FILESEXTRAPATHS and move
0001-build-use-yaml_selected_subdirs.patch to an unconditional
SRC_URI:append in phosphor-dbus-interfaces_%.bbappend. In addition,
add a do_configure:prepend task to run (cd ${S}/gen; ./regenerate-meson).

Apply this patch unconditionally across all distros because sdbusplus
provides sdbus++-gen-meson version 10 globally. Observe that commit
34110a8e28aa ("phosphor-dbus-interfaces: Use yaml subdirs") restricted
the search path and patch application to the :gbmc override, while only
meta-google-gbmc invoked regenerate-meson. Recognize that upstreamed
platforms built in VBMC-Build (such as gbs and kudo) do not include
meta-google-gbmc and therefore fail to configure phosphor-dbus-interfaces
due to un-regenerated version 7 meson files and missing generated_sources.
Regenerate gen/meson.build and all interface definitions with
sdbus++-gen-meson version 10 prior to Meson setup. Prevent Meson
configuration errors and resolve the VBMC build failure.
