linux-gbmc_aspeedg7: add aspeed-ltpi and mctp-i3c drivers.
These configs were empty before and got removed in order to re-enable
kconfig sanity checks at build time. Adding them back now properly with
the rest of their respective drivers. All of our g7 soc drivers being
added via patch need to be upstreamed by aspeed. b/372834855
