Implements the Redfish routes for RateLimiterConfig at /redfish/v1/Managers/bmc/Oem/Google/RateLimiterConfig. This allows users to view (GET) and modify (PATCH) the rate limiter configuration, including LeakRatePerSec, BucketCapacity, Enabled, and Red (Random Early Detection) parameters.
