Add retry logic for BMC state monitor initialization.

This change wraps the initialization of the ICMP ping monitor and the bootnum loader in a retry mechanism using the DaemonContext scheduler. This ensures that if these components fail to initialize on the first attempt, they will be retried periodically until successful.
