Pull kthread fix from Frederic Weisbecker:
 "Fix a bug where dynamic CPU isolation through cpuset isolated
  partitions can move a kthread out of the housekeeping range.

  The fix makes sure the fallback affinity is always a set of online
  housekeeper"
