npcm8xx-bootloader: Support I3C clock errata Fix

Set arguments of I3C master clock to fix I3C clock errata.

Refer to NPCM8mnx_Errata_Rev1.43 Section 1.13

If need this change, need to add I3C_ENABLED to True in machine.conf for
not affecting other platforms.

Tested:
With hardware team measurement, the clock can fix on 8MHz instead of
7.1MHz
