Improve I2C FRU scanning reliability by using atomic block reads and retries. - Implement atomic block read (ReadBlockI2C) for 8-bit FRU scanning. - Remove bytewise fallback (Read8) from the read path to prevent startup hangs on unresponsive hardware. - Add retry loops for device probe, addressing mode detection, block reads, and 16-bit reads. - Optimize fallback: skip block read if it fails once during a scan session.
