coredump-config: Use crash_collector_wrapper.sh if it's installed

Use crash_collector_wrapper.sh if it is installed and set
/proc/sys/kernel/core_pattern to invoke it.

Tested:
Flashed a machine, verified that /proc/sys/kernel/core_pattern
is set correctly.
killed psusensor and verified crash_collector_wrapper.sh is invoked as
expected.

How to use this layer

  1. Clone openbmc/openbmc from GitHub.
  2. Clone this layer from GitHub into a subdirectory of openbmc.
