mctp-controller-init-v3: Adds MCTP init for a new platform

Inherits from mctp-controller-init-v2 with modifications specific
to the new platform bringup.
This should be consolidated with v2. v3 was introduced to reduce
testing scope at the early phase.

Tested: Verified working on the new platform.

meta-gbmc-staging

This repository contains additions to the openbmc/meta-google layer that are not yet ready for OpenBMC inclusion.

How to use this layer

  1. Clone openbmc/openbmc from GitHub.
  2. Clone this layer from GitHub into a subdirectory of openbmc.
