smbios-mdr: Add support for google oem cpu link

go/simplicius-export-cpu-link-metrics-via-bmc

Google oem cpu link structure 0xA2 is embedded in the smbios table
transferred from bios. Add new logic to parse, create dbus object and
populate information.

How to use this layer

  1. Clone openbmc/openbmc from GitHub.
  2. Clone this layer from GitHub into a subdirectory of openbmc.
