all BMC: install sysstat

Sysstat is set of tools that are useful to profile system or prcesss
performance.

Didn't enable cron jobs for now

Tested: sysstat tools are installed and can be used correctly
Fusion:  https://fusion2.corp.google.com/NA. This installs some tools. As long as it compiles, it will be good

meta-gbmc-staging

This repository contains additions to the openbmc/meta-google layer that are not yet ready for OpenBMC inclusion.

How to use this layer

  1. Clone openbmc/openbmc from GitHub.
  2. Clone this layer from GitHub into a subdirectory of openbmc.
