linux-gbmc: gbmc-flash-layout: Reorganize for dynamic layout

This doesn't functionally change anything, but it makes the layout order
in the DTS more representative of the final state we expect. The old
offsets and sizes are still used for each partition.

Tested: Verified that booting still works on non-dynamic and dynamic
machines. Partitions show up as expected.

meta-gbmc-staging

This repository contains additions to the openbmc/meta-google layer that are not yet ready for OpenBMC inclusion.

How to use this layer

  1. Clone openbmc/openbmc from GitHub.
  2. Clone this layer from GitHub into a subdirectory of openbmc.
