pldmd-google-dev-common: Disable use-libpldm-subproject

The google-dev-common branch of pldmd introduced a Meson option
'use-libpldm-subproject' which defaults to true. This causes Meson
to attempt downloading libpldm via subproject wrappers during the
do_configure phase. Since Yocto passes '--wrap-mode=nodownload' to
enforce reproducible builds, the configuration step fails.

This change explicitly disables the subproject by passing
-Duse-libpldm-subproject=false in EXTRA_OEMESON, forcing it to
use the libpldm-google dependency provided in the Yocto sysroot.

Tested: Ran 'bitbake obmc-phosphor-image' successfully for platform31.

meta-gbmc-staging

How to use this layer

  1. Clone openbmc/openbmc from GitHub.
  2. Clone this layer from GitHub into a subdirectory of openbmc.
