fru_device: Also limit EEPROM read

The EEPROM read happens before the i2c scan and we should also limit
that i2c buses that we read the EEPROM from.

The skipList is used along with first/last addresses. The entries in
skiList that is outside of first/last addresses will never be used.

Tested: fusion2 N/A. This only remove extra EEPROM reads that's npop.
