linux-gbmc(stable): 6.11 -> 6.13

Upgrade to the next stable version so we keep receiving updated patches.

Tested: Booted on AMD Rome, Verified that the sensors and FRU devices
look as expected. Networking is still working and we don't see systemd
service failures.

meta-gbmc-staging

This repository contains additions to the openbmc/meta-google layer that are not yet ready for OpenBMC inclusion.

How to use this layer

  1. Clone openbmc/openbmc from GitHub.
  2. Clone this layer from GitHub into a subdirectory of openbmc.
