libpldm: Add PLDM Base discovery command sequence requester library
This library is responsible for getting the next request in sequence to
perform PLDM Base discovery for a PLDM/RDE device.
It also maintains a context that has the necessary details with respect
to the device and the responses received and manages the state of the
request chain for the PLDM Base discovery
