google-usb-network: Stage dynamic support

This adds a daemon that reads the entity manager data dynamically and
creates devices as they are presented.

How to use this layer

  1. Clone openbmc/openbmc from GitHub.
  2. Clone this layer from GitHub into a subdirectory of openbmc.
