smbios-mdr: Start baremetal target in gRPC handler

This commit updates the bare metal gRPC service, so that it starts the
gbmc-bare-metal-active systemd target in the LinuxBootDone gRPC handler.

  2. Clone this layer from GitHub into a subdirectory of openbmc.
