Make sure TH services can get restarted if they were ever stopped in emmc-unavaiable-postprocessing

Tested: tested experimental package and worked well

How to use this layer

Clone openbmc/openbmc from GitHub.
Clone this layer from GitHub into a subdirectory of openbmc.
