Revert "packagegroup-obmc-apps: disable bmcweb for machines without redfish"

This reverts commit 92d06b18e18bb555cd1d0bfb0fc67ef6d75428b2.

obmc-bmcweb is set in obmc-phosphor-image so checking it here doesn't
work. Need to explicitly opt-out for needed platforms.

meta-gbmc-staging

This repository contains additions to the openbmc/meta-google layer that are not yet ready for OpenBMC inclusion.

How to use this layer

  1. Clone openbmc/openbmc from GitHub.
  2. Clone this layer from GitHub into a subdirectory of openbmc.
