pciebifurcation: Include required fru_util functions from entity-manager.

This change is taken from entity-manager and
slightly modified as needed.
https://github.com/openbmc/entity-manager

Tested: Unit tests are successful with the change.
Also, hacked the code to use the readFRUContent
and formatIPMIFRU functions and verified that the
pcie contents is successfully read and parsed
correctly.
