feat(imx952): add logic of detecting SGMII wakeup

On i.MX952, NETC_IREC_PCI_INT_X0 (304) and X1 (305) share the
same IRQ_MASK index (9). Add wakeup irq detection with GPIO wakeup
behavior for SGMII.
