fix(qti): correct power driver init sequence
Correct the BL31 power driver init sequence so each driver runs only
after the state it consumes is ready.
RPMh is initialized first because it waits for AOP boot completion.
AOP publishes the command DB data, so this gates later command DB reads.
Command DB runs next to validate and cache the AOP-published resource
metadata before other drivers query it.
Power utils follows command DB because it builds its rail-level tables
from command DB aux data.
PDC follows command DB because its TCS setup resolves RPMh resource
addresses through cmd_db_query_addr().
