  "message": "CI: Install pylibfdt\u0027s requirements in the tool jobs\n\nThe GitLab and Azure tool-test and pylint jobs build the pylibfdt\nbindings, which need setuptools. That currently comes only from patman\u0027s\nrequirements.txt, which a later patch drops.
