Revert "meta-google: Add Arc firmware manager"

This reverts commit b75b9dc2c730b332241b2d470e0f7906130dfc89.

Reason for revert: this should be in meta-google-gbmc due to arc repo
being internal for now, will re-add later on after repo is created.
