pldmd-google-dev-common: disable terminus locator PDR and mctp-reactor

In pldm meson build options, generate-terminus-locator-pdr defaults to
enabled. When enabled, pldmd generates a Terminus Locator PDR (Type 1)
representing the local BMC terminus on startup, occupying record handle
1 in the PDR repository. This causes subsequent file descriptor PDRs
(e.g., for downstream firmware files) to be assigned record handle 2
rather than record handle 1.

Explicitly set -Dgenerate-terminus-locator-pdr=disabled and
-Dmctp-reactor=disabled in EXTRA_OEMESON to match the configuration in
commit 717399899ff77f0f217bdba179e1b0f3330fc6e9
(https://gbmc.googlesource.com/pldm/+/717399899ff77f0f217bdba179e1b0f3330fc6e9)
and previous pldmd-file-transfer recipe, ensuring only the intended file
descriptor PDR is present in the repository starting at record handle 1.

Tested: Verified recipe configuration.
