gbmcweb: SRCREV bump 6204dc3..60c99e5

gBMC Team (3):
  Change nonce encoding from Base64 to Hexadecimal.
  Parse and format TPM PCR values as a structured JSON array in gbmcweb.
  tlbmc: Support optional UDP and plaintext TCP syslog configuration
